The Statewide Transportation Plan (STP) is a long-range 20-year plan for all modes of transportation. The STP contains a list of projects for which funding is anticipated, but may not have yet been approved. It is divided into two elements: a short-range element covering the first six years (the highway portion is included by reference); and a long-range element covering the next fourteen years (a portion covering most projects in the Louisville Metro is also included by reference). The Kentucky Transportation Cabinet plans to update the STP every four years.
The short-range highway element of the STP is published as a separate document, the Six-Year Highway Plan, and is updated and approved by the Kentucky Legislative Assembly every two years. It is incorporated by reference into the STP. Long-range projects from the STP are evaluated and prioritized for possible incorporation into the Six-Year Highway Plan as it is updated.
Listings of long-range projects in seven metropolitan areas are also published as separate documents by their respective Metropolitan Planning Organizations (MPOs), and incorporated by reference. The Kentuckiana Regional Planning and Development Agency is the MPO for the Louisville and Southern Indiana metro area; their list of long-range projects is published in a planning document known as Horizon 2025.
The STP also discusses the statewide planning and public-involvement processes; provides an overview of the state's geography, population, industry, and sources of revenue; discusses the transportation system, its performance, and its monitoring; and presents information about financing projects.
This summary will focus on planned improvements in and around Louisville. That's the only thing of interest here. ;)

Most long-range Louisville-area projects are covered in Horizon 2025. I have decided to also provide a list of nearby rural projects listed in the Statewide Transportation Plan.

Illustrative Long-Range Projects
The STP also includes a list of illustrative projects. These are potential projects that may be included in future editions of the long-range portion of the STP if additional resources become available.
The only projects that were listed as Illustrative Projects in the 1999 Statewide Transportation Plan in or near the Louisville metro area are the two major portions of the Kentucky-Indiana Ohio River Bridges Project: to construct a new bridge connecting the Gene Snyder Freeway north of I-71 to I-265 in Southern Indiana; and to build a new bridge upstream from the existing I-65 bridge to expand its capacity, and rebuild Spaghetti Junction south of its current location. As of June 2003, the Final Environmental Impact Statement for the project was released; and the Federal Highway Administration will issue their decision on where to build the project later this summer (the proposed alignments are the states' preferred alternatives).
